L. Charles Fink
Senior Technology Consultant

L. Charles Fink has served as Senior Technology Consultant for RILM since 2011. In that role he provides organization-wide guidance on all IT topics relevant to RILM. He ensures that RILM's development stack is built on current and viable technologies and that development projects follow best practices. He also identifies new and emerging technologies that are relevant to RILM's products and services. He works closely with senior management as a liaison to development teams, and provides strategic guidance and advice.

In addition to his work with RILM, Charlie is the Senior Software Engineer in the Fellowships Office (FO) of the National Academies of Science. In this role he oversees the development and maintenance of mission-critical software and IT systems in support of all programs in the FO. These systems are entirely Web-based and enable FO staff, with the help of research scientists and sponsors across the country, to process 3000+ research proposals annually.

Prior to joining the National Academies, Charlie worked as a software developer and project manager in various roles including several start-ups. He has engineered Web-based applications on a variety of platforms, created desktop/shrink-wrapped software for Macintosh and Windows platforms, and managed many large software development projects across a number of subject domains. He has also designed technical training materials and lead classes for developers and users on Web stack development.
